You get Dragon Isles Artifacts from Expedition Scout´s Packs and Dirt Piles scattered around the Dragon Isles. You must unlock them to see them.
Scout Packs are unlocked via Dragonscale Expedition in which you must reach Rank 2.Dirt Piles are unlocked via Dragonscale Expedition in which you must reach Rank 5.
If you want to detect them much easier, you can also get the Anomaly Detection Mark from Dragonscale Expedition buy reaching Rank 7. Check out my guide here covering all that.
