Flying will be available in Shadowlands.
You need to unlock the achievement but not the same way as before with all reputation stuff.
Instead, you need to increase your RENOWN level.
Renown is a leveling system with your covenant.
How to level up Renown?
It is a weekly Objective, not an open-ended grind.
- Going to the Maw and rescuing Tormented Souls.
- Going to the world and collecting Anima
